The National Medical Products Administration (NMPA) and two other departments recently issued the Catalog of Narcotic Drugs for Medical Use (2025 Edition) and the Catalog of Psychotropic Substances for Medical Use (2025 Edition); simultaneously, the Ministry of Public Security (MPS) and two other departments released the Catalog of Non-Medical Narcotic Drugs and Psychotropic Substances (the "Catalog"), all effective from the date of release.
The Catalogue includes not only the 231 varieties previously listed in the Supplementary Catalog of Controlled Varieties of Non-Medical Narcotic and Psychotropic Substances, as well as the three major categories (fentanyl substances, synthetic cannabinoids, and nitazene substances), but also 91 varieties separated from the Catalog of Narcotic Drugs (2013 Edition) and 74 varieties separated from the Catalog of Psychotropic Substances (2013 Edition) (with Class I and Class II psychotropic substances no longer distinguished). In total, the Catalog covers 396 varieties and the three major categories. Furthermore, the Chinese and English chemical names, CAS numbers, and the abbreviations or acronyms in the remarks column have been revised or supplemented in accordance with the nomenclature rules formulated by the International Union of Pure and Applied Chemistry (IUPAC), and the annotations at the end of the Catalog have also been unified and improved, thereby making the relevant descriptions more accurate and standardized.
