Ten Authorities Call for Replicating and Promoting New Demonstration Experiences from the Comprehensive Pilot Program for Expanding Opening-up in the Service Sector

Recently, the Ministry of Commerce (MOFCOM) and nine other authorities have jointly issued the Circular on Replicating and Promoting New Demonstration Experiences from the Comprehensive Pilot Program for Expanding Opening-up in the Service Sector (the "Circular").

According to the Circular, a new batch of innovative, practical, and exemplary experiences and practices will continue to be promoted nationwide and in relevant regions, providing useful references for local efforts to advance the coordinated opening-up and innovation of the service sector and to accelerate the development of the modern service sector. In the digital domain, the Circular summarizes and promotes four practices: establishing efficient, convenient, and secure mechanisms for cross-border data flows; innovating the "digital processing trade" model; establishing a cross-border data flow mechanism for the Guangdong-Hong Kong-Macao region; and innovating the data custodianship service model. In the fields of finance and cultural tourism, two practices will be promoted: optimizing commercial value assessment standards and leveraging credit-based financing service platforms; and building a multi-tiered, collaborative governance system for the cultural and tourism market. In the fields of intellectual property and labor arbitration, the Circular summarizes and promotes two practices: establishing a full-process online resolution mechanism for foreign-related intellectual property disputes; and creating a full-process mechanism that enables participation of Hong Kong and Macao mediators and arbitrators in the mediation and arbitration of labor disputes.
