NCA Issues Opinions on Accelerating the High-quality Development of the Copyright Undertakings

The National Copyright Administration (NCA) has released the Opinions on Accelerating the High-quality Development of the Copyright Undertakings (the "Opinions").

The Opinions identify four key tasks: (1) building a socialist copyright legal system with Chinese characteristics; (2) improving social service system for copyright and enhancing the capacity of copyright-related public services; (3) strengthening copyright protection and creating a sound business environment for copyright; and (4) strengthening international copyright exchanges and cooperation and enhancing China's international discourse power on copyright. The Opinions call for improving the legal framework for copyright. Efforts will be made to accelerate the revision of the implementation regulations on the Copyright Law, among other laws, advance the formulation of the measures for copyright protection in works of folk literature and art, and revise the Trial Measures for the Voluntary Registration of Works and other departmental rules. Meanwhile, actions will be taken to promote the effective implementation of international copyright treaties such as the Beijing Treaty on Audiovisual Performances, improve copyright policies and regulatory frameworks for relevant sectors and local areas, establish sound copyright protection rules for emerging fields and business forms, such as blockchain, big data, cloud computing, and artificial intelligence, improve copyright protection rules for sports events, variety shows, livestreamed content, and other areas, and enhance protection measures for stage performances.
