TC260 Issues Safety Requirements for Triggering Shake-to-Open Ads
Promulgation date: 2025-07-23 Chinese version
The National Technical Committee 260 on Cybersecurity of Standardization Administration of China (TC260) has recently issued the Practical Guide to Cybersecurity Standards — Safety Requirements for Triggering Shake-to-Open Advertisements (the "Guide").

The Guide sets out fundamental principles for protecting individual rights and interests in relation to shake-to-open advertisements ("shake ads") on mobile smart devices, as well as safety requirements for triggering behaviors. It is applicable to regulate the display and triggering of shake ads and may also serve as a reference for personal information processors such as mobile smart devices, apps, and third-party SDK, or assessment agencies. According to the Guide, when app operators or third-party advertising SDK operators offer shake ads triggering functions or related features, they must comply with eight specific requirements. These include: "Third-party advertising SDK operators shall display a prominent shake icon, animation, or textual guidance containing words such as 'shake' to clearly and explicitly indicate the action required from the user," and "Third-party advertising SDK operators shall clearly and explicitly inform users of the possible outcomes that may result from performing the corresponding actions or completing the specified movements."
