CNSA Strengthens Quality Supervision and Management of Commercial Space Projects

Recently, the China National Space Administration (CNSA) has issued the Circular on Strengthening the Quality Supervision and Management of Commercial Space Projects (the "Circular").

The Circular standardizes the principal responsibilities in various aspects, including quality management systems, development and production, ground testing, launch execution, on-orbit operation, service, recovery and retirement, and product quality supervision. It stipulates that relevant national authorities are responsible for guiding the quality supervision and management of commercial space projects, formulating relevant policies and standard specifications for the quality supervision and management of commercial space projects, and improving the quality supervision and management systems and mechanisms for these projects. The Circular also highlights that for commercial space projects with low technology maturity levels and those involving higher flight safety risks, such as first flights or re-flights, major quality hazards must be further identified and mission risks controlled before product delivery, based on prior reviews. When necessary, the national space industry regulatory authorities may organize independent assessments.
