Three Departments to Promote "One-stop Government Services" for Individual Business Start-up

Three departments, including the Ministry of Human Resources and Social Security (MOHRSS), have jointly issued the Implementation Opinions on Promoting "One-stop Government Services" for Individual Business Start-up (the "Opinions").

The Opinions call for, by enabling efficient handling in application for employment and entrepreneurship certificates, pension insurance registration for individual businesses without employees and flexible workers, application for entrepreneurship subsidies, business entity registration, and taxpayer information confirmation, among other areas, systematically sorting out relevant government service items, optimizing handling procedures, enhancing coordination among policies, businesses, and systems, and data sharing, and strengthening cross-departmental collaboration mechanisms, thereby providing maximum convenience for individual business start-up. The Opinions further identify five key tasks in promoting "one-stop government services" for individual business start-up: (1) standardizing the service procedures "one-time processing"; (2) building smooth information systems for "one-stop online processing"; (3) improving the "one-stop processing" coordination mechanisms; (4) optimizing the "single-form" application materials; and (5) preparing a "one-list" service guide.
