Seven Authorities Encourage Reinvestment by Foreign-invested Enterprises in China

Recently, the National Development and Reform Commission (NDRC) and six other authorities have jointly issued the Circular on Implementing Several Measures to Encourage Reinvestment by Foreign-invested Enterprises in China (the "Circular").

The Circular is an important document aimed at deepening the reform of the foreign investment promotion system and mechanism, and at intensifying efforts to attract and utilize foreign capital. It is intended to help relevant stakeholders carry out more targeted work and promote reinvestment by foreign-invested enterprises in China. The Circular includes the following major measures: (1) strengthening service guarantees for projects; (2) optimizing land resource allocation; (3) streamlining and simplifying relevant procedures; (4) implementing supportive policies; (5) facilitating the use of foreign exchange funds; and (6) increasing financial support and innovation. The Circular also clarifies the applicable scenarios for these encouragement measures and puts forward requirements for launching the pilot program for domestic investment information reporting by foreign-invested enterprises, enhancing interdepartmental information sharing, and optimizing the evaluation methods for promoting foreign investment.
