NDRC Seeks Comments on Administrative Measures for Reporting Grain Security Risk Events

The National Development and Reform Commission (NDRC) has recently released the Administrative Measures for Reporting Grain Security Risk Events (Draft for Comment) (the "Draft") and is now soliciting public feedback. The deadline for submitting comments is August 14, 2025.

The Draft consists of six chapters and 27 articles, including general provisions, risk events, reporting procedures, report handling, legal liability, and supplementary provisions. It defines grain security risk events from three aspects: their essential impact on the security status and capacity of grain reserves, their close connection with the statutory duties of enterprises and organizations, and the root causes of the risks. These risk events are categorized into four types: risks related to storage conditions, risks arising from management and operational activities, risks associated with asset and financial conditions, and risks stemming from institutional governance. In line with China's hierarchical and responsibility-specific system for government grain reserves, the Draft specifies the responsible reporting entities, the departments receiving the reports, the content of reporting, and the timelines for reporting. If a responsible entity fails to report as required, the officer of internal control and governance may report directly to the administrative department for grain and reserves responsible for the government grain reserves at the corresponding level.
