MOHURD Promotes "One-stop Service" for Construction Project Commencement

Recently, the Ministry of Housing and Urban-Rural Development (MOHURD) has issued the Circular on Promoting the Implementation of the "One-stop Service" for Construction Project Commencement (the "Circular").

Focuses on meeting the service needs of enterprises and the public at the commencement stage of housing construction and municipal infrastructure projects, the Circular calls for strengthening interdepartmental coordination and data sharing, optimizing both online and offline services, and improving the connection mechanism between review and supervision. The goal is to enable an integrated and efficient "one-stop service" for project commencement through the integrated service windows for construction project approval and the construction project approval management system. According to the Circular, by the end of September 2025, cities at the prefecture level and above are required to publish guidelines for the "one-stop service" for construction project commencement and provide integrated services for the same. The "one-stop service" for construction project commencement applies to new construction, renovation, and expansion projects of housing and municipal infrastructure, excluding projects requiring special fire protection design reviews, Covered procedures include the construction permit for construction projects and fire protection design review for construction projects. The Circular also puts forward five key tasks, including promoting integrated handling of matters under the "one-stop service" and enhancing its service efficiency.
