Promulgation date: 2025-07-17 Chinese version
The Leading Group for Employment Promotion and Labor Protection under the State Council has released the Guiding Opinions on Launching the Initiative of Large-scale Vocational Skills Enhancement Training (the "Opinions").

According to the Opinions, driven by the in-depth implementation of the "Illuminating the Future with Skills" training campaign, vocational skills enhancement trainings will be widely carried out from 2025 to the end of 2027, with the view to increasing the supply of skilled talent urgently needed in the manufacturing and service sectors. Subsidized training will be provided to more than 30 million recipients in high-end industries and urgently needed sectors, and among key employment groups, so that workers can be employed, have higher income, and gain satisfaction based on their skills. Furthermore, the Opinions call for vigorously providing industry-specific vocational skills enhancement training, with a focus on advanced manufacturing, digital economy, low-altitude economy, transportation, agriculture and rural development, and life services, among other areas. Efforts will be made to continuously strengthen the training for key groups, such as enterprise employees, college graduates, and migrant workers.
