GAC to Implement "Two-Step Declaration" Customs Clearance Model Nationwide

The General Administration of Customs (GAC) has recently issued the Announcement [2025] No. 115, confirming the nationwide implementation of the "Two-Step Declaration" customs clearance model. The Announcement will take effect on June 16, 2025, and other relevant matters shall be governed by the Announcement of General Administration of Customs [2025] No. 44.

Building on earlier pilot programs for reforming and optimizing the "Two-Step Declaration" of imported goods, the GAC has decided to fully implement this clearance model nationwide and extend the application of the "Two-Step Declaration" customs clearance model to all customs offices in China. When completing customs declaration procedures for imported goods, consignees of imported goods or their agents may opt to use the "Two-Step Declaration" model via the China International Trade Single Window or the "Internet + Customs" integrated online service platform. In cases where the provisions of the GAC's Announcements No. 127 or No. 216 of 2019 conflict with this Announcement, the current Announcement shall prevail.
