The National Health Commission (NHC) has recently issued the Monitoring Indicators for the Implementation of Core Medical Quality and Safety Systems (2025 Edition) (the "Monitoring Indicators").
The Monitoring Indicators focus on three issues involved in the implementation of core systems: the management practices of medical institutions, the standardization of clinical practices, and the quality and safety of medical care. They mainly cover the core medical quality and safety systems, such as the first-visit responsibility system, three-tier ward round system, consultation system, tiered nursing system, on-call and shift handover system, and the difficult case discussion system. Emphasis is placed on the fundamental principles and critical procedures involved in the implementation of these core systems. All medical institutions are required to fulfill their primary responsibility for medical quality and safety management, use the Monitoring Indicators as an important management tool to enhance their medical quality and safety management levels, and establish and improve the working mechanisms, management systems, and implementation pathways for the application of the Monitoring Indicators.
