GAC to Optimize Regulation of the Inspection and Quarantine of Export Goods

The General Administration of Customs (GAC) has recently drafted the Announcement on Optimizing the Application for Inspection and Quarantine Prior to the Declaration of Exported Goods (Draft for Comment) (the "Draft"), which is now open for public comments regarding its potential impacts on fair competition. The deadline for feedback is June 10, 2025.

Key highlights of the Draft include: (1) Clarification of the legal basis for applying for inspection and quarantine prior to the declaration of exported goods. The Announcement, formulated in accordance with relevant laws and regulations, provides supplementary provisions concerning applications for inspection and quarantine prior to the declaration of exported goods and states that matters not addressed shall continue to be governed by the applicable existing rules. (2) Specification of the applicants and relevant requirements. It defines the scope of entities eligible to apply for inspection and quarantine prior to the declaration of exported goods and aligns with previous entry-exit inspection and quarantine declaration regulations regarding application for inspection and quarantine that are not clearly addressed under the current rules. (3) Clarification of relevant requirements for withdrawing, modifying, or reapplying for inspection and quarantine. (4) Establishment of general principles regarding the timing of applications for inspection and quarantine prior to the declaration of exported goods.
