Seven Authorities Strengthen the Current Education and Training for Long-term Care Workers

Recently, the National Healthcare Security Administration (NHSA) and six other authorities have jointly issued the Circular on Effectively Advancing the Current Education and Training of Long-term Care Workers (the "Circular").

The Circular outlines the following key measures. First, it defines the target group and content of training. Based on national occupational standards, it clarifies the scope of long-term care workers to be trained, specifies the training content, as well as the basic training procedures. Second, it tightens the regulation of training management. Training institutions will be subject to stringent oversight and are required to standardize their training methods and improve the quality of training. The number and distribution of training institutions shall be determined in line with principles of overall planning, rational layout, strict criteria, merit-based selection, and dynamic adjustment. Third, it standardizes the recognition of occupational skill levels. The Circular further clarifies recognition procedures, strengthens supervision over the evaluation and recognition process, and promotes the standardized development and application of exam question banks. Fourth, it enhances support for the training of skilled talent. General undergraduate institutions are encouraged to strengthen the education of professionals in the field of long-term care, and efforts will be made to better align skill level recognition with training, employment, and compensation. Fifth, it sets out requirements for local implementation and clarifies the division of responsibilities among relevant authorities.
