Recently, the General Administration of Customs (GAC) has issued Announcement [2025] No. 65, clarifying that certain goods and items will no longer be regulated as special items for entry and exit.
According to the Announcement, pursuant to Article 22 of the Frontier Health and Quarantine Law of the People's Republic of China (Revised in 2024), the Customs authority will no longer regulate the following as special items for entry and exit: goods and items managed as drugs, veterinary drugs, or medical devices, as well as imported and exported microbial agents for environmental protection. If enterprises have obtained approval documents from the competent Chinese authorities for drugs, veterinary drugs, or medical devices, their applications to Customs for importing relevant goods shall be deemed to fall under the scope of regulation for drugs, veterinary drugs, or medical devices. If enterprises have obtained approval documents from either Chinese or foreign competent authorities of drugs, veterinary drugs, or medical devices, their applications to Customs for exporting relevant goods shall also be deemed to fall under the scope of regulation for drugs, veterinary drugs, or medical devices.
