The National Certification and Accreditation Administration has issued the Circular on Further Regulating the Information Disclosure by Certification Bodies (the "Circular").
The Circular specifies that, pursuant to Article 20 of the Regulations of the People's Republic of China on Certification and Accreditation (Revised in 2023), certification bodies shall disclose information such as basic certification norms, certification rules, and fee rates. Meanwhile, according to Article 15 of the Administrative Measures for Certification Bodies (Revised in 2020), certification bodies shall disclose, via their websites or by other means, five categories of information, including a "self-declaration that they shall lawfully engage in certification activities", and ensure the authenticity and validity of such information. Certification bodies engaged in compulsory product certification shall also publish information related to such certifications in accordance with the relevant regulations issued by the certification and accreditation authority under the State Council. The Circular also requires certification bodies to provide the public with the means to verify the validity of certification certificates through their websites or by other means.
