The General Office of the State Council has distributed the 2024 Legislative Plan of the State Council (the "Plan").
The Plan involves: (1) in terms of promoting high-quality development, formulating the Regulations on Fair Competition Review and revising the Regulations on Ensuring Payments to Small and Medium-sized Enterprises and others; (2) in terms of enhancing government building, revising the Regulations on the Record-filing of Regulations and Rules and others; (3) in terms of implementing the strategy for reinvigorating the country through science and education and the strategy for building a cultural powerhouse, formulating the Regulations on the Protection and Inheritance of Revolutionary Resources and revising the Regulations on the Protection of New Plant Varieties, among others; (4) in terms of improving people's livelihood and well-being, formulating the Regulations on Urban Public Transport and the Regulations on Retal Housing, among others; (5) in terms of driving green development, formulating the Regulations on the Protection of Ancient and Valuable Trees and others; (6) in terms of establishing a sound legal system for national security, formulating the Administrative Regulations for the Safety of Online Data and others; and (7) in terms of enhancing the law-based governance of foreign affairs, introducing the draft revision to the Arbitration Law and others. Meanwhile, the Plan outlines the arrangements for the legislative projects for comprehensively deepening reforms, transforming government functions, meeting urgent needs for national security, and accelerating the modernization of national defense and the military.
