The General Office of the State Council has recently distributed the Opinions on Innovating and Improving Systems and Mechanisms to Promote Regulated and Healthy Development of Tendering and Bidding Market (the "Opinions").
The Opinions call for stressing the role of tendering and bidding in competition, reforming and innovating the systematic design for tendering and bidding, promoting in-depth digital transformation and upgrading, accelerating the formation of full-process and full-chain regulation, adhering to a holistic approach nationwide, resolutely removing the barriers between different sections and industries, building an efficient, standardized and fully open tendering and bidding market with fair competition, enabling the smooth flow of commodities, factors, and resources within a greater scope, and providing strong support for the building of a high-standard market system and high-level socialist market economy. To this end, the Opinions identify actions in seven areas: (1) improving tendering and bidding rules and systems; (2) implementing the primary responsibilities of the tenderers; (3) optimizing the bidding evaluation mechanism; (4) promoting digital and intelligent transformation and upgrading; (5) strengthening collaborative and efficient supervision and management; (6) creating a standardized and orderly market environment; (7) raising the effectiveness of tendering and bidding policies.
