Recently, the State Council has released the Provisions on the Replenishment of Supplies for International Cruise Ships Calling at Ports of the People's Republic of China (the "Provisions"), which will take effect on June 1, 2024.
The Provisions consist of 16 articles, mainly including the following key points: (1) specifying the scope of application; (2) clarifying the work requirements; (3) ensuring smooth replenishment of supplies; (4) specifying customs facilitation measures; and (5) harmonizing development efforts with security considerations. The Provisions specify the requirements for classified management measures for bonded oil, shore power, food, pharmaceuticals, medical devices, and duty-free tobacco products, etc., stipulating that the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government where international cruise ships call at ports shall, after soliciting opinions from the people's governments where the ports are located, formulate a list of commonly used low-risk supplies for international cruise ships calling at ports, specifying the types and quantities of commonly used low-risk supplies related to international cruise ship operations that are allowed to be replenished at ports within their administrative regions.
