Recently, the National Healthcare Security Administration (NHSA) has developed and issued the Code of Conduct for Voluntary Supervisors of Centralized Medicine Procurement (Interim) (the "Code").
The Code lays out seven provisions, including "actively participating in national and local centralized medicine procurement activities, proactively supervising the process and results of centralized procurement execution," and "actively conveying the public opinions and suggestions regarding centralized medicine procurement to healthcare security departments at all levels." Notably, the Code emphasizes that supervisors must not engage in commercial activities unrelated to performing their supervisory duties as part of their role as supervisors of centralized medicine procurement. They are encouraged to steer clear of potential conflicts of interest that may affect objective and impartial performance of their duties. The Code also requires they keep confidential the information related to national secrets, work secrets, and trade secrets of relevant enterprises they access during the performance of their duties.
