Five departments, including the Ministry of Commerce (MOFCOM), have jointly released the Announcement on Adjusting the Catalogue of Precursor Chemicals Exported to Particular Countries (Regions) (the "Announcement"), with effect as of May 1, 2024.
The Announcement specifies that, pursuant to the Interim Administrative Provisions on the Export of Precursor Chemicals to Particular Countries (Regions) (Revised in 2015) (the "Provisions"), the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration have decided to adjust the original Catalogue of Precursor Chemicals Exported to Particular Countries (Regions) and add 24 varieties including hydrobromic acid. From the date of implementation of the Announcement, export of the chemicals listed in the new catalogue to Myanmar, Laos, and Afghanistan shall require the application for a license in accordance with the Provisions; export to other countries (regions) will be exempted from license.
