Recently, the State Administration for Market Regulation (SAMR) and four other authorities have jointly issued the Administrative Measures for Testing and Evaluation of China's First (Set of) Major Technical Equipment (for Trial Implementation) (the "Measures"), effective from the date of release.
The Measures propose that the testing and evaluation standards for China's first (set of) major technical equipment comprise key indicators reflecting equipment product status such as technological innovation, quality, and expected benefits. Furthermore, the Measures specify that the testing and evaluation of China's first (set of) major technical equipment includes five steps: application, acceptance, evaluation, public announcement, and release of results. The testing and evaluation activities are generally conducted once a year, and the SAMR will work with relevant authorities to determine the equipment product areas and scope for testing and evaluation in the current year, organize testing and evaluation review institutions and experts to conduct testing and evaluation of equipment products according to prescribed procedures, ultimately compile the Catalog of China's First (Set of) Major Technical Equipment, and make it public. Additionally, the Measures elaborate on the selection process and work requirements for the testing and evaluation review institutions for China's first (set of) major technical equipment.
