The General Office of the CPC Central Committee and the General Office of the State Council have released the Opinions on Improving the Voluntary Service System in the New Era (the "Opinions").
The Opinions envision that, by 2035, a voluntary service system that is well-developed, procedure-based, collaborative and efficient will be basically formed; there will be an extensive network, a reasonable layout, and more powerful institutional guarantees; the international cooperation and exchanges in voluntary services will become more in-depth; the voluntary services will be more widely and actively participated by the public, the sense of responsibility and dedication in the whole society will be generally increased, and voluntary services will become an important milestone in the building of a socialist cultural power. To this end, the Opinions identify several main tasks, including the actions to build a comprehensive voluntary service mobilization system, a sound, accurate and highly efficient voluntary service supply system, and a sound and dynamic system for organizing voluntary service teams. Notably, according to the Opinions, channels for social mobilization will be broadened, and mixed-ownership enterprises, non-public enterprises, as well as new economic organizations, new social organizations, and new employment groups will be encouraged to support and participate in voluntary services and fulfill their social responsibilities.
