Four departments, including the National Development and Reform Commission (NDRC), have jointly released the Circular on Sharing Public Training Bases and Launching an Action to Raise Professional Skills for Employees in Private Enterprises (the "Circular").
The Circular sets forth arrangements in nine areas, including sharing venues and equipment, building a strong team of mentors, developing high-quality courses, and expanding pre-job training. Notably, the Circular calls for studying and formulating plans to expand the capacity and raise the quality of public training bases, increasing the support from investment within the central budget, and promoting the concentration of public training resources in areas that are urgently needed by the market and necessary for enterprise production. The Circular also stresses better employment assistance. Efforts will be made to promote the in-depth integration of "skills training + employment services", strengthen the connection between private enterprises' employment needs and workers' skill training, conduct a survey on employment interest before training, and open the courses based on workers' interest; carry out employment recommendations in various forms for those who accept the training, and promote quicker employment for them after training.
