18 departments, including the State Administration for Market Regulation (SAMR), have recently issued the Action Plan for Implementing the Outline for Standardized National Development (2024-2025) (the "Plan").
The Plan eyes on the development goals by 2025, closely follows the overall arrangements for standardized development for the 14th five-year plan period specified in the Outline for Standardized National Development (the "Outline"), and promotes the in-depth implementation of the Outline. The Plan, by identifying the key tasks item by item, structurally consists of three parts, which is consistent with the framework of the Outline. The first part centers on standardized service development, the second part focuses on the development of standardization while the third part involves organization and implementation. Notably, regarding the first part, the Plan introduces a number of key tasks, such as pursuing breakthroughs in key technologies and promoting the upgrading of product and service consumption standards, in multiple areas, including strengthening the interaction between standardization and technological innovation, raising the standardization level of modern industries, improving standardization guarantees for green development, promoting standardization in urban and rural construction and social development, and promoting the alignment with the international standards, among others.
